Rules and Regulations
Alliance Select Soccer League (ASSL) shall be governed by these rules.
Mission
ASSL is committed to providing organized, structured, fair and competitive games to develop skills, teach fair play, and encourage healthy competition for teams and players in Southern Nevada.
Administration
ASSL shall be governed by these rules and the Nevada Alliance Soccer League Board of Directors or its Designee.
Team Eligibility
A team entering ASSL shall meet the following eligibility requirements:
- The team must be registered for the seasonal year with Nevada Youth Soccer Association (NYSA).
- The team must have registered players, coaches, and managers as defined by the rules of United States Youth Soccer Association (USYS) and NYSA.
- Teams are required to have at least one coach on the roster having completed USSF grassroots, 9v9, or 11v11 training. This coach must be actively engaged and present at all the NASL games. Teams are encouraged to have the coach obtain at least his/her USSF D License.
- The team and its affiliate members must be in financial and disciplinary good standing with ASSL and must follow the rules of USYS and NYSA.
- The team must register in ASSL for the age group in which the team was originally registered for the current seasonal year.
- The team must enter ASSL no later than the advertised deadlines. All entries must be recorded and paid in full by the advertised deadline. Acceptance to ASSL after this deadline is at the discretion of the ASSL.
- ASSL reserves the right to refuse entry to any team/club/coach or team administrator suspended, not risk management approved, or with a history of disciplinary sanctions.
A player participating in ASSL shall meet the following eligibility requirements:
- Players must be properly registered to their team, as defined by the rules of United States Youth Soccer Association (USYS) and NYSA, in order to participate in ASSL games. No guest or loan players are permitted; these players will be considered ineligible players.
- Players must appear in the approved Gotsport team roster. The roster must include a recent photo of the player and jersey numbers. If there is a missing number or incorrect number, it can be written or corrected at the time of the team check-in by the referee or the field marshal.
- Players shall be on the Gotsport game roster to participate in the game.
- The game cards are printed by ASSL within 48 hours before the start of the game. The referee crew or the field marshal will check the teams in at the field about fifteen (15) minutes prior to the start time of the game using the rosters on the game card.
- Only players listed on the roster on the game card will be eligible to play in the game. NO EXCEPTIONS.
- A player will be rostered, via GotSport, to one team entered in ASSL during a seasonal year, except for when players utilize a Club Pass.
- Teams are allowed to roster a maximum of three (3) players per week using the Club Pass option during the season and playoffs. Players must be properly registered and rostered onto the team roster at least 48 hours prior to game start time. Both teams and players must be properly registered in ASSL in order to qualify for a Club Pass.
- Players may play for only one ASSL registered team (either their primary or club-passed team) per matchweek. Weekly matches start Saturday, and end Friday of every week. Play is to be determined by player check-in on the official game card, not physical participation.
- If a player is serving suspension due to an ASSL violation he/she must serve the suspension fully. Forfeited/canceled games will not count as served games. Only official games will be counted as served games.
- Handwritten player names on a game roster are NOT permitted or considered eligible to play unless approved by the ASSL field administrator prior to the start of the game.
- Any game played with handwritten players’ names without an ASSL administrator approval will not count as an official game, and will be deemed a forfeit.
- Rostered team officials are responsible for accuracy of the players listed on the game roster.
“Rostering” means assignment of a registered player to a team. Every team participating in ASSL shall have a maximum Team Roster and maximum/minimum Game rosters as follows:

Form of Competition
A player participating in ASSL shall meet the following eligibility requirements:
- ASSL competition shall offer the following age groups for boys and girls: U7, U8, U9, U10, U11, U12, U13, U14, U15, U16, U17, U18, and U19.
- U15-U19 will start their season after completion of the high school season. There may be a bracket for competition for U15 in the Fall season based on the level of interest.
- ASSL competition shall be a league round robin format. The format may be adjusted based on the number of teams to allow for the same number of games for the teams.
- The playoff teams will be seeded according to final bracket standings.
- Regular season round robin games may end in a tie.
- All playoff games ending in a tie at the end of regulation time will go straight to FIFA penalty kicks from the mark.
- ASSL shall cover the following tiers (play levels):
- Select 1 - Advanced play level; are comprised of gold level teams and above
- Select 2 - Moderate play level; are comprised of silver and bronze
- Select 3 - Lowest level of competition; composed of bronze and copper levels
ASSL will use the FIFA point award system as follows:
- Points
Teams will be awarded points for games in regular league competition as follows:- Win = 3 Points
- Tie = 1 Point
- Loss = 0 Points
- Tie Breaker Rules:
If two or more teams are tied at the end of the round season, following tie-breaker rules shall be used in order to determine the final team placement and playoff qualifications:- Head-to-Head Competition
- Goal differential. Maximum goal differential is four (4) goals per game
- Most Wins
- Goals For
- Goals Against
- Most Shutouts
- FIFA Penalty Kicks
The following playing rules shall apply:
- Game Length/Format

Unlimited substitutions at the discretion of the referee are allowed at the games - Ball size
U7 to U8 shall use a size 3 ball.
U9 to U12 age groups shall use a size 4 soccer ball.
U13 and older age groups shall use a size 5 soccer ball.
The home team (listed first on Schedule) must provide at least three (3) game balls for each match. - Uniforms
The home team (listed first on the schedule) shall wear light color uniforms and away teams shall wear dark colored uniforms. The team not following this rule shall switch jerseys in case the referee determines there is a conflict. - Equipment
No unsafe knee braces or “hard casts” or metal cleats are allowed. Shin guards must be worn and covered by socks. The referee at the game is responsible for determining if players with cast or braces are safe to participate. - Game Roster/Match Reports and Results
The ASSL administrator will print game cards within 48 hours of each game and provide them to the referee assigner. The referee assigner is responsible for providing game cards to the referees.
The referee assigner shall submit game reports to the League administrator within 24 hours. Game scores may be posted by the referee assigner or the ASSL administrator.
The referee shall ensure both coaches verify the score and sign the game card after the game on the field.
The match report sent by the referee, referee association and/or competition official will be deemed the official ASSL game report. - Referees
A three-man referee system will be utilized for U11 through U19. U7 to U10 games will utilize one or two referee crews.
If a 3-man referee crew does not show up for the game, the entire game may be played with a 2-man crew.
Coaches are responsible for all player / parent / spectator conduct on their sideline.
- Teams and their respective spectators shall be seated on the opposite side of the field from each other.
- All NYSA, USYS and USSF Policies apply to the sanctioned league. Coaches should review and familiarize themselves with the rules and codes of conduct.
- The safety of all participants and maintaining an atmosphere of good sportsmanship is the responsibility of all ASSL members (Players, team officials and administrators), referees and spectators. All bench players, team officials, and spectators are prohibited from stepping onto the field of play during the game or as permitted by the referee.
- Any member player, administrator or team official promoting violence, enticing team dissent or in general violation will be brought before ASSL State League Committee for disciplinary action subject to NYSA and USYS Disciplinary Guidelines and Procedures.
- Any member who instigates violence that leads to harming an opponent, spectator, official, referee or teammate, in addition to any action defined above, may be subject to criminal prosecution. This type of conduct will not be tolerated and will be pursued by ASSL.
- ASSL will submit all assaults, player, coach, referee and spectator, other player violations, and falsification of document cases directly to the NYSA for further discipline.
- NO ALCOHOLIC BEVERAGES AT OR NEAR THE ASSL LEAGUE FIELDS SHALL BE CONSUMED BY PARTICIPANTS. VIOLATORS SHALL BE REPORTED TO AUTHORITIES IMMEDIATELY.
- Yellow Cards:
- Any player, coach or administrator of the team/club receiving a yellow card (caution) during a game shall be noted by the referee in the official match report.
- Any player, coach or administrator of the team receiving a second yellow card in the same game shall be suspended for the remainder of that game and the team’s next scheduled game.
- Any outstanding game suspensions received during the regular season shall be served in the postseason.
- Red Cards:
- Any player, coach, administrator or spectator receiving a red card or sent off by the referee, must leave the field of play and shall be suspended for the remainder of that game, any next game or one week as determined by ASSL.
- Any player, coach, administrator or spectator of a team receiving a red card or sent off for Violent Conduct (See Appendix: Definitions) violation shall serve a minimum of a two-game suspension or greater as determined by ASSL. Additional disciplinary action may be taken by the NYSA DPA Committee.
- Any player receiving a red card may not play as a Club Pass Player in ASSL games until their suspension has been served; this includes games scheduled for the same match day and/or weekend. Furthermore, a player may not use Club Pass to serve any game suspension(s).
- Any player, coach, administrator or spectator receiving a second red card or sent off during the season will be required to attend an ASSL State League Committee hearing.
- Any outstanding game suspensions received during the regular season shall be served in the postseason or subsequent season.
- Any unserved or uncleared player or administrator game suspensions shall be served in the following active ASSL season.
- Players, team administrators, or spectators ejected or receiving a red card shall be suspended for a minimum of one (1) game/week.
- The team head coach shall be responsible for enforcing player, administrator, and spectator disciplinary actions or game suspensions. A team head coach will be suspended a minimum of two games for playing a suspended/ineligible player.
- In case there are two or more violations then it may result in league expulsion, the coach, and or the team.
- Players, coaches, or team officials receiving a red card for racial slurs shall be suspended indefinitely and subject to disciplinary hearing by ASSL disciplinary committee. The individual shall not participate in any games until the hearing is conducted, and suspension is served.
- All referee decisions in the game, including red cards, are final and not subject to appeal.
The following forfeit rules shall apply to ASSL:
- A team that does not field a minimum number of rostered players per bracket age group (on the official game roster) after the fifteen (15) minute grace period from the scheduled start time will officially forfeit their game. The game will appear as a loss (0-4, 0 points).
- A team without a properly NYSA approved coach at the game will forfeit the game. The game will appear as a loss (0-4, 0 points).
- If both teams fail to field a team, the final result will be a forfeit for both teams.
- Any team that does appear for their scheduled game will be scored as 0-4 forfeit loss.
- Any team with two (2) forfeits may result in immediate disqualification and withdrawal from the competition at the discretion of the ASSL administrator. In addition, the team shall forfeit all team registration fees and will be placed in bad standing with the league. If the team is disqualified from competition, then all games played or remaining on the schedule shall be scored as 0-4 forfeit.
- Any player / coach / team found responsible for promoting violence, instigation, or enticing a team disturbance, causing the referee to suspend play prior to the completion of regulation time, will forfeit the (0-4) game, even if the team is winning the game at the time of the incident. If both teams are found to be equally at fault in the suspension of a game, then both teams will receive a forfeit with 0 points and -4 goals total. All such incidents will be reviewed by ASSL for additional disciplinary action.
If a team withdraws once the season has begun, the team may be suspended from the future ASSL participation. All official games played up to this point will be either scored as 0-4 forfeits or removed (no game), depending on the revised game schedule. The final decision will be made by ASSL.
Protests
Referee decisions and calls during the game are final and may not be protested. No judgment call protests will be accepted.
- If a coach deems it necessary to protest a game because of misapplication of FIFA LAW, not a judgment call, the coach must notify the center referee of the intent to protest within 15 minutes of the commencement of the game.
- Protests must be submitted in writing within twenty-four (24) hours from the conclusion of the match to the ASSL by email.
- A $100 protest fee is required to be submitted in the form of a certified bank check to Nevada Alliance Soccer League.
- A one-page explanation of the protest, including citation of the FIFA, NYSA, or ASSL rule, the protesting team feels was misapplied.
- ASSL will review the written protest and make a final determination or hold a hearing. A notification will be sent to the team official.
Application of discipline as written in the ASSL Rules may not be appealed.
2 ASSL Violations of NYSA Policy will be sent to the NYSA Discipline, Protest, and Appeals Committee (DPA) for further review. Additional disciplinary actions per NYSA will follow the disciplinary process in Section 7 of the NYSA policies.
Plea of Ignorance
Any claim of ignorance to these rules and regulations shall not be grounds for protest or appeal.
Cancellation Policy
- Teams that withdraw their team application prior to three weeks before the advertised start date in writing will receive a refund, minus a $300 application processing fee.
- Teams that withdraw their team application after three weeks before the advertised start date, in writing, will forfeit their team registration fees.
- Teams that withdraw or are dropped by ASSL after the published schedule shall forfeit their full team registration fees.
ASSL may revise the rules and regulations at any time during the regular and or post-season and shall notify teams in writing via electronic email and or by publishing rule changes on its website.
